TOPEKA, Kan. (AP) — Gov. Kathleen Sebelius signed the $13 billion budget to finance state government after July 1, but legislators expect they will have to rewrite it because of expected declines in state revenues.

SPRINGFIELD, Mo. (AP) — Two Missouri universities have decided not to increase tuition in the coming school year. The Missouri State University Board of Governors and the Southeast Missouri State University Board of Regents voted Friday to keep tuition flat for 2009-10.
